The purpose of the Programme is to consolidate the structure of the CENAGREF (Centre National de Gestion des Réserves de Faune) in order to improve the management of the national parks especially in the areas of administrative and financial management, development and conservation activities as well as in the field of ecological monitoring and surveillance.

Main Services Provided: 

  • Support FSOA through a "Company Secretary" or Legal Counsel based in the UK to fulfill the reporting obligations of the FSOA vis-à-vis the "Companies House", the "Charity Commission" and the HMRC and to provide timely legal advice on contracts and other documents involving FSOA from a legal and fiscal point of view
  • Assist FSOA in M&E of the investment strategy of the Trust Fund as well as with a regular analysis in-volving feedback from the asset manager
  • Strengthen management capacities (including the training and retraining of staff in specific areas deemed necessary)
  • Prepare and up-date: the operations manual; the framework contract between FSOA and CENAGREF to define criteria to be met by beneficiaries for grants
  • Inform and - if necessary - train beneficiaries on criteria that must be met to receive a share of the revenues of the fund
  • Evaluate whether documents and information presented by beneficiaries meet the defined criteria
  • Define statutory administrative key prerequisites, prepare grant applications and reports, conduct technical and financial monitoring, and administrative and financial management
  • Elaborate and regularly up-date a work plan and budget for the operation of beneficiary Parks
  • Promote the organizational development of FSOA and the implementation of a training program for staff of the Executive Board and the Board of Directors of FSOA
  • Improve the financial management of FSOA through the accounting department and the Executive Director
  • Elaborate the Terms of Reference, call for tenders and proposals to award the annual technical and finan-cial audit of FSOA
  • Ensure compliance with legal and statutory obligations of FSOA in the UK
  • Verify the implementation and monitoring of the beneficiaries of subsidies
  • Report to KfW and, where applicable, to other donors
  • Promote the successive integration of protected areas in neighboring Burkina Faso and Niger and their medium-term adherence to FSOA
  • Design and implement a promotion program and public relations of FSOA
  • Elaborate and implement a strategy to mobilize other donors and third party funds
