Country: Mozambique

Clients: Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH PPP with the Munich Re Foundation (MRS)

Counterpart Organization: National Institute of Disaster Management (Instituto Nacional de Gestão de Calamidades - INGC)

Project Duration: 09/2010 - 10/2012

The aim of this project is to enable the local population, the district governments and the INGC to use the locally run early warning systems SIDPABB at the Búzi River and the SIDPARS at the Save River to reduce the risk in disaster-prone areas.

In order to achieve this, the district administrations, the local representatives of civil society in the disaster risk management committees and the regional structures of the Mozambican Institute of Disaster Management (INGC) are trained and supported with equipment.

Beforehand, the flood warning systems are consolidated and the equipment for lifesaving measures complemented (emergency kits, life boats).

The systematisation of the innovative experience gained during the lifetime of the project is designed to enhance the technical discussion via a manual.

Main Services Provided:

  • Consolidation of the flood warning systems SIDPARS and SIDPABB, including the improved equipment for an expansion of the project areas.
  • Strategic and technical consulting services regarding the transfer of responsibility and of the owner-ship for early warning systems to the Mozambican implementing institutions. This includes the preparation of the legal and conceptual bases.
  • Documentation/systemisation of experience, publications of the “lessons learned”. The compre-hensive and systematic documentation within the framework of the learning experience gained dur-ing the implementation of this measure will be documented in the form of a manual and thus con-tribute to a transfer of knowledge on a local, national and, beyond that, on an international level.
