The objective of the project is: The Ministry of Agriculture and Land Rec-lamation (MALR) and the Ministry of Water Resources and Irrigation (MWRI) as well as water user (WUO) and farmer organisations apply optimised procedures for an Integrated Water Resources Management (IWRM) in irrigated agriculture.

The project is focusing on up-scaling and sustaining the procedures and innovations on IWRM developed in the former phase. Within the framework of five complementary action fields, the goal is to optimise the core processes, strengthen the management capacities and introduce innovative procedures for water needs calculation and distribution. In addition, the dissemination of procedures for cleaning the drainage water for reuse purposed and a more effective usage of irrigation water at farm level will be pursued.

The responsibility of IP Consult is to develop coordinated Human Resource Development measures and contributing to organisational development.

Main Services:

  • Human Resource Development at different levels of the targeted Ministries incl. training on project management, soft skills of engineers and up-scaling of selected IWRM-innovations eg the aggregation of data and mainstreaming of decision taking procedures.
  • Strengthening of civil service structures resp. WUO in the planning of the water demands, distribution and reception at the tertiary canal infrastructure level. E.g. by developing mechanisms of peer-to-peer learning and organisational development of the WUO.
  • Clarifying the structure, responsibilities and performances at the different levels of the advisory system of the MALR as well as of the MWRI. Developing HCD measures for improving the professional and communicative competences.
