Management Training in the Water Sector

This project concentrates on the expert qualification of young management personnel in the state administration of the Egyptian water sector in order to steer and elaborate the contents of the reform process of a broadly implemented administrative reform. Support is provided to the Regional Training Centre for Water Management (RCTWS) through advisory assistance for the development and implementation of training courses as well as the establishment of training programmes, especially in the field of management of the implementation of sector reform measures. Young management personnel of the Ministry of Water Management and Irrigation (MWRI) can qualify for the planning and implementation of the sector reform in a demand-fulfilling and goal-oriented way. Thus they can plan and implement those portions of the sector reform in their fields of responsibility better. The project contributes to the improvement of services and of the efficiency of the sector administration in the fulfilling of their water management tasks with regards to the forthcoming decentralisation as part of the sector reform, introduction of an integrated water resource management as well as the participation of the private sector.

  • Management and organisational consulting in RCTWS and MWRI, targeting increased performance and efficiency
  • Support of sector reform in the irrigation sector through qualification of young management personnel (human resource development)
  • Introduction of practice and demand-oriented promotion of up and coming management personnel
  • Decentralisation of the irrigation sector and participation of water consumers
  • Development and implementation of management training measures for young management and up and coming management personnel of the irrigation ministry
