The conservation and sustainable use of natural resources is an integral part of the SADC development strategies. The objective of the TC measure is to improve the implementation of the SADC protocols and strategies for a sustainable natural resource management by regional and national actors. The TC measure is broken down into three components: 1) the implementation of the regional TFCA programme; 2) the implementation of the Regional Fire Management Programme and the REDD Programme; and 3) the integration of climate change and biodiversity conservation. In order to strengthen the cooperation between SADC stakeholders, a multi-level approach is used to pursue a comprehensive capacity development across all components. The implementing organisation at regional level is the Directorate of Food, Agriculture and Natural Resources (FANR) at the SADC Secretariat. For the implementation of the TC measure of the SADC regional NRM programmes, the consultant has to set up adequate and functional regional networks and expert working groups.

Main Services Provided:

  • Development of an expert network and functional cooperation arrangements for the implementation of the SADC regional programmes
  • Identification of appropriate procedures and formats for efficient knowledge exchange, learning and horizontal up-scaling of good practices
  • Development and implementation of targeted training, exposure and coaching measures to strengthen the key actors in fulfilling their managerial functions and their capacities to participate in and manage regional collaborative frameworks
  • Support provided to project management, and reporting
