The overall project aims at a strategic mainstreaming of ecosystem-based adaptation (EbA) into land use and development planning in Vietnam. The super-ordinated project objective thus is defined as: “Innovative and effective methods, strategies and policy guidelines for the implementation of ecosystem based adaptation in the area Land use planning and Development planning are available, are integrated in the national adaptation policy in a systematic way as well as implemented continuously in practice.”

Within the project, this consultancy is mainly based on output 1 “ Stakeholders at the national and provincial level recognize the importance, potentials and comparative advantages of eco-system based adaptation and have capacities for the mainstreaming and implementation”.

Within the scope of this consultancy a Capacity Development Strategy for mainstreaming adaptation with a focus on EbA is developed in close cooperation with the project partners. By integrating the concept of EbA in trainings and supporting the institutionalization of these trainings in already existing training institutions in Vietnam, the key stakeholders’ capacities to take effective and, if possible, ecosystem-based adaptation measures in planning processes is increased.

Main activities:



  1. Screening of existing approaches and trainings on mainstreaming adaptation to climate change with a focus on EbA at international and Vietnamese level
  2. Capacity needs assessment for mainstreaming adaptation to climate change (EbA focus) in relevant institutions at national and provincial level
  3. Assess potential capacity building cooperation partners
  4. Prepare and conduct test trainings and test workshops
  5. Development of a capacity development strategy (CDS)
  6. Performance of two Training of Trainers Workshops based on the capacity development strategy
