Phase 3 of the Higher Education and TVET program is a continuation and extension of the TVET investment programme phase 2. It was launched in parallel to the latter. For the TVET part the overall aim remains the same, namely that the National Technical and Vocational Education and Training Strategy is expected to fully contribute to Ethiopia´s vision to become a middle-income country by the year 2020.

The objectives of the TVET part of phase 3 are:


  • to improve the teacher training at the TVET teachers training Institute (TI) through access to practice-relevant training and improved learning and teaching facilities and methods for teachers
  • to provide access to better practice-relevant training (“level 5 of the ETQF”) for technicians at selected Lead Cluster Institutes (LCIs)
  • to improve the agricultural training (for standard and tailor made programs) and technology transfer capacities at one selected agricultural polytechnic college (ATVET Wukro) as a model for the country

The services of the consultant comprises, among others, the following tasks and duties:   


  • Supporting the MoE in the selection of the Lead Cluster Institutions (LCI) to be promoted within the project;
  • Assisting the LCIs, the TVET-INSTITUTE and ATVET Wukro with updating their institutional development plans;
  • Identification and procurement of the needed equipment (TVET-INSTITUTE, LCIs, ATVET Wukro);
  • Planning and tendering of the construction measures (ATVET Wukro);
  • Preparation of tender documents, tendering, advisory services for the award of contracts for goods and services (evaluation of bids, proposals for the award of contracts, drafting of contracts);
  • Supervision of the implementation and commissioning, assisting with cost control and acceptances;
  • Conducting/Organization of training measures for Components 1-3
