IP's contribution in the frame of the Decentralised Rural Development Program of the German Development Cooperation with Lesotho is focused on the following objective:

“Community Councils, District Councils, decentralised governmental institutions and local organisations in the four southern Districts of Lesotho prepare development plans which are geared to the alleviation of poverty, including measures in the integrated fight against HIV/AIDS.

Main Services Provided:

  • Adjustments of functions and roles of the technical departments as required by the local government structures and traditional authorities
  • The preparation and implementation of a program for the re-orientation of selected Ministries and national Institutions towards the requirements of the decentralization (including training and advise on client orientation, changed procedures, HIV/AIDS mainstreaming etc)
  • The development of tools (guidelines, regulations etc.) for preparation & financing of council plans aligned to updated National Planning Guidelines by an interministerial task team
  • The development of an impact monitoring system for the Local Governments
  • Co-ordination and organisation of capacity building measures in decentralised development planning by various training institutes
  •  Preparation of training materials in Sesotho language
