The government of Kosovo has defined education as one of the priority sectors for the devel-opment of the country and a set of laws supporting this development has been adopted. Hence the Kosovo Education Strategic Plan 2011 – 2016 includes all educational sectors – as well as teacher education as one of its sub-components - and thus supports the sector-wide approach to education which aims to build a comprehensive and holistic approach.

The aim of this project is to qualify the teaching staff in the educational sector both with in-service teacher training and during the initial vocational training in a way that the new curricu-lum framework can be implemented. This means allowing a change from the content-based approach used up to now to a competence-based approach via the corresponding capacity building, and fully supporting this new approach.

Highlights:

  • organisational development and capacity building in the education authorities and organisations dealing with education and training
  • conceptualising a human-resource development system, including a certification programme, which facilitates connecting the individual – and verified – qualification level with the corresponding career opportunities
  • promoting of the schools’ quality management, especially by qualifying the school direc-tors and other senior staff members
